Yet St Paul wrote to Titus:

For this cause I left thee in Crete, that thou shouldest set in order the things that are wanting, and shouldest ordain priests in every city, as I also appointed thee: Titus 1:5

We can clearly see that St Paul is telling Titus to help in organizing and establishing a young Christian community, With Titus in charge of this duty indicates that he is already a bishop and thus is qualified to ordain others to a priestly ministry here by proving that there is a hierarchy in the New Testament and proving that your claims are again, false.
