Jesus says that if we ask (pray for), it will be given. He doesn't say the Father already decided whether or not to give Him what He asks, He uses the parable to show how important it is to pray for our needs.

Don't know why your talking about prayer but as far as the Father already deciding whether or not to give what a person asks, He does.He is God and cannnot deny himslf....if we ask amiss He will not give amiss.We pray His will be done on earth as it is from heaven, not we pray, our will on earth be done in heaven. If we are not walking with Him then we will never agree with Him,we walk by faith that aprticular faith comes alone by hearing and that particular hearing comes by His word ,as it is written.

In regard to your suggested type of prayer , Christ said in Mathew 6.

Be not ye therefore like unto them: for your Father knoweth what things ye have need of, before ye ask him. After this manner therefore pray ye: Our Father which art in heaven, Hallowed be thy nameMat 6:8

That is worship ,hallowing His authority, above the creature ,knowing He is not a respecter of men or women.
